exitlist believes obsolete descriptors too
When you run exitlist with your DirPort enabled, you have many server descriptors in your cached-routers file. Exitlist looks at every one of them. So if the router allowed a connection within the past few days, exitlist lists it -- even if a newer descriptor says that its exit policy wouldn't allow that.
I guess that means exitlist should learn about "published" timestamps, and learn how to recognize if two descriptors are from the same server.
